Air Ministry marked and dated 1939 this one has a long handle used to light night time goose neck runway flares.

Runway flares. look like an half sized watering can, and were placed with spout down wind along and either side of the runway. with a wick contained in the neck, they used paraffin or contaminated aviation fuel. These illuminated the runway at night.
